Wyoming Sheriff Release Role
The official Sheriff's page describes prisoner security and transport. It does not identify a working county jail, a current inmate roster, or a released-person list. Southern Regional Jail and Correctional Facility in Beaver is the principal jail path for a Wyoming County arrestee. WVDCR operates that facility and holds its booking, custody, release, and transfer record.
This division of work matters. The Sheriff may document the arrest, a trip to the regional jail, a court transport, or participation in home confinement. None of those records alone establishes when WVDCR custody ended. A person who disappears from the regional-jail search may have gone home, transferred to prison, or moved to another custodian. The method-of-discharge field resolves that question.
Confirm Wyoming Sheriff Arrest Release
Begin with the agency that last held the person. For a recent local arrest, use the WVDCR Regional Jail offender search. Daily Incarcerations is a current-custody list, not a release archive. If the person is absent, check the separate WVDCR prison OIS before assuming community release. A sentence may cause a transfer from the regional jail into the state prison system.
- Match the person by full name and another identifier, not by name alone.
- Check Regional Jail OIS and note the time, facility, and exact status.
- Check prison OIS when a sentence or transfer is possible.
- Review the Magistrate or Circuit Court order that authorized bond, sentence, or discharge.
- Request WVDCR's actual release date, method, and destination or transfer record.
VINE can add timely event evidence, but West Virginia warns that notification does not occur during movement between facilities. The notice follows arrival. Confirm the event with the record-owning agency.
Wyoming Sheriff Agency Records
Send the Sheriff a narrow request only for records created or held by the Department. Useful categories include an arrest report, transport record, service record, and publicly releasable home-confinement record. Identify the person, approximate date, incident or case number, and the exact item sought. The county page supplies no special FOIA form, flat photo price, guaranteed response time, or records-counter hours.
For the actual Southern Regional Jail log, write to WVDCR. Ask for the admission date and time, actual release date and time, method of discharge, judicial district, and any public release or transfer destination. Policy Directive 142.00 lists those categories. A Sheriff response cannot replace the jail custodian's record.

Contact Sheriff Bradley Ellison for Sheriff-held records and agency routing. Confirm office access before an in-person visit. The same courthouse address should not be mistaken for a jail departure point. A person released from Southern Regional Jail leaves from Beaver, not from the Sheriff's Pineville office.

If staff cannot disclose a person-specific fact by phone, ask for the record custodian and preferred written submission method. Silence, refusal, or a no-match reply does not prove release. Check spelling, dates, identifiers, and the likely custodian.
Wyoming Home Confinement Records
The Sheriff's page names Laramie Reed as Home Confinement Officer. Home confinement is a court-authorized alternative or supervised status. It is not the same as an unsupervised release, and it should never be inferred merely because a person is no longer found in a jail search.
Three outcomes can follow a local court action: physical release on bond, placement into home confinement, or continued detention at Southern Regional Jail. Confirm the order through the court. Confirm physical exit through WVDCR. Confirm public program status with the responsible office. Keeping those checks separate prevents a court authorization date from being reported as the jail's actual release time.

- A court-approved status with rules and monitoring, not ordinary freedom from supervision.

- A move to another custodian rather than release to the community.

Wyoming Release Court Proof
Magistrate Court handles bail, misdemeanors, and felony preliminary matters. Circuit Court holds felony trial and sentence records. The statewide Magistrate search accepts a first name, last name, or case number and returns up to 30 results. A result can include a disposition and document list, but the underlying bond, dismissal, judgment, or sentence order must come from the clerk.
Match the judicial action with the WVDCR exit record. If bond was posted one day and the facility records release the next, both dates can be correct. If the regional search loses the person and prison OIS finds the same identifier, the person transferred. For a broader named-person workflow, use the Wyoming County released inmates search.
Note: A disposed court case does not by itself prove the exact time a person left a correctional facility.
Wyoming Sheriff Workload Context
The Sheriff's page reports about 800 arrests per year, roughly 4,000 calls, and 500 wreck checks. These are Department workload figures. They are not Wyoming County release totals, Southern Regional Jail booking totals, or proof that each arrest led to confinement. Southern serves seven counties, so its totals also cannot be relabeled as county figures without a reliable county filter.
This distinction helps keep records precise. An arrest record documents law-enforcement action. A booking record documents entry into custody. A release log documents departure from that custodian. A court order records judicial authority. Each has its own issuing office and its own date.
After Wyoming Sheriff Custody
A person may move from Sheriff transport into WVDCR custody, then later enter parole, probation, home confinement, day reporting, another facility, or the community. Wyoming County Community Corrections/Day Report is a named local supervised program, but participation is case-specific. It cannot be assumed from a roster disappearance.
For a verified community release, note whether supervision remains. Parole is supervised through WVDCR Parole Services, while probation is administered locally through the Judiciary. A final discharge from supervision can occur well after physical release. Ask for the record that answers the exact question rather than asking an office to certify that someone is simply “free.”
The Southern Regional Jail resource guide also points people toward WV 211 and Help4WV for regional assistance. A listing in that guide does not prove that a named person enrolled or received aid. Release confirmation still belongs with WVDCR and the responsible court.
Wyoming Sheriff FOIA Boundaries
West Virginia FOIA gives access to nonexempt public records when a request describes them with reasonable specificity. The custodian must produce the records, set an inspection time, or deny the request in writing within a maximum of five days, excluding weekends and legal holidays. Actual reproduction cost may be charged, but the statute does not authorize a search, retrieval, or man-hour charge.
That rule does not make every Sheriff file public without redaction. Personal-file privacy, active law-enforcement work, material made confidential by another law, juvenile records, sealed matters, and security details can limit access. Ask for the public part and request the specific exemption if an item is withheld. A denial should not be converted into a conclusion about the person's release status.
Route each item to its owner. The Sheriff can answer for a local arrest, transport, or agency home-confinement record. WVDCR can answer for Southern Regional Jail booking, custody, transfer, actual release, and file-photo records. Magistrate and Circuit clerks hold the judicial orders. A narrow request to each office is more reliable than asking one agency for every event in the case.
Keep copies of each request and response with the access date, case number, and identity details used.
